Insulate Hampshire - Loft Insulation and Cavity Wall Insulation

Insulate Hampshire is the new area based insulation scheme to be delivered by all 11 district and borough councils across Hampshire and Hampshire County Council.
By offering subsidised insulation measures to all households, the scheme aims to help householders make their houses warmer and more comfortable as well as making savings of up to £300 per year on their energy bills.
The scheme launched on the 26th July 2011 is open to everyone. With loft insulation at £99 and cavity wall insulation at £75 for the first 5000 suitable homes to sign up to the scheme and £99 thereafter, the scheme is expected to improve 20,000 Hampshire households. The measures are free to all those over 70, or on qualifying benefits.
As part of the scheme, householders will be able to find out more about fitting their home with solar photovoltaic (electricity generating) panels, and will also be offered the opportunity to access a range of local community services and referrals to other initiatives.
Many Hampshire homes occupied by people over the age of 70 are not currently insulated, and fuel poverty is a serious issue for older persons, as are the health dangers of living in a badly insulated home. By offering these insulation measures free of charge to all those over 70, and those on qualifying benefits, the aim is to ensure older persons and vulnerable groups are able to take full advantage of the scheme’s benefits.
Residents will initially receive written information through their door, followed up by a visit from an Insulate Hampshire Energy Advisor. If the resident decides to join the scheme, a technical survey will also be carried out to assess the suitability of the property for the insulation measures.
Having advisors in people’s homes requires a great deal of trust on the part of the homeowner. Residents, particularly vulnerable groups, are often wary of allowing relatively unknown companies access to their homes. All Insulate Hampshire Assessors will have had Criminal Records Bureau checks as well as wearing branded clothing and carrying photographic ID. The fact that the scheme is backed by a Local Authority also gives householders a level of reassurance and security.
The Safe, Warm and Secure scheme, supported by Hampshire County Council, offers guidance and support for those over 70 to help them improve and adapt their homes, this includes advice on loft and cavity wall insulation. The scheme operates in Test Valley, New Forest and Eastleigh until the end of 2011. Discussions are taking place to explore possible links between the schemes. This could take the form of Safe, Warm and Secure referring interested households to Insulate Hampshire, or perhaps reassuring and assisting householders who are wary of inviting Insulate Hampshire assessors into their homes.
